There is a new release of feedcache available tonight, based on a patch from Thomas Perl. The update includes Unicode support for URLs, a "force" flag to always download data, and an "offline" mode flag to never download data.
I used to use sourceforge for projects, but their UI is incredibly slow now and a pain to use. When I moved off and set up my own server, I didn't expose the svn repo because I didn't want to deal with the security issues. If there is enough interest in a project like feedcache, I will definitely move it to expose the source history and enable collaboration.
